It could be, but there are other factors to consider;
1) It's hard to tell from the quality of the clips whether or not Megatron has his fusion canon or the Prime arm, at least for me. Most of the time, he's either too far in the background or the arm in question is in shadow.
2) You can (somewhat) see Knock Out behind Starscream. If it were a flashback, one could reason that if Knock Out is there, so would Breakdown. While Breakdown's absence doesn't prove that this isn't a flashback, doesn't mean it doesn't occur in the present, either.
3) We don't know what happens to Dreadwing or the Insecticons, especially since we have three more episodes of the season to go. Besides, the Insecticons don't appear in ever scene of an episode; they were absent in "Hard Knocks" and only one appeared in "Inside Job," but played no real part. Just because they're not in the preview doesn't mean they're not still part of the Decepticon army.

As for Dreadwing, ever since he first came into the show, there have been a LOT of events that he should have been present for, but wasn't. By comparison, his absence here isn't that different.

And he will have still already been out by the time the Preds are.
