All of the combiners require 4 kreons to form, not 5. The fifth member is the odd-man out and included in the blind packs to appease the fans that would likely scream in protest that there are only 4 of the team members.
So in short, you don't have to collect the 5th member to complete their combined form. Just if you want the full team in non combined form.
Except in the case of Long Haul of course. Is there a Kreon of him at all?
