As we know from the listing, and the article confirms it, this was meant to be a Toysrus exclusive. However, now that Toysrus in the US is gone, it is said to be an Entertainment Earth exclusive and it coincides with the listing appearing on that website for preorder for $29.99 USD, with a release date of this month. This means that the Target sighting was probably a mistake, especially since it was not in their system (similarly to how Titans Return Brainstorm was once found at Walmart). This would also mean that countries that still have a Toysrus, like Canada, can expect to get this figure there.
