I think it looks like a swarm of scraplets. Maybe they're fans of Godzilla just trying to cosplay their favorite monster?
That's definitely a V. Could just be there as the roman numeral for 5 or maybe for Victory? I don't see them using any Victory-era Decepticons but maybe there was an Autobot-Decepticon war wherever Optimus is and the Decepticons won.

They've been using that V for a while now. We've seen it with Optimus Prime's head, the new Transformers title logo replaces the A with an upside down V, and whatever the new Earth military team is uses an upside down V. That Decepticon symbol could just be another movie logo and not something actually from the movie. They're really pushing the whole 5/V thing.
Based on Age of Extinction it does seem likely that the Quintesson will be a part of this movie.

The con emblem looks like a deformed G2 one, probably not even a decepticon emblem though most likely belongs to the human villain cause we all know theres going to be one. and im calling it now optimus is rom or rom is a prime

I just realized something. The logo there is a mix between the Decepticon insignia, and that upside-down "V" symbol on the human military trucks. Just turn the V right side up and it looks like part of this logo.

That thing hardly looks like it's going to be an intellectual character so I think unless you have the luck and possibly wits of Barricade your to big of a threat not to kill off.
