They didn't. I believe one of the two was released standalone and the other came with a trailer.

The original Choushinsei Flashman version was a truck-and-trailer combo mech named Flash Titan, but which was specifically the name of the truck-and-trailer vehicle form. Individually, the truck and trailer had no names in their vehicle forms. When the red truck transformed into its robot form, it was named Titan Boy. When reused in Machine Robo, only the Titan Boy portion of the Flash Titan set was used, colored blue and named Tough Trailer. The actual trailer part itself was not brought over for Machine Robo.
Tough Trailer was then retooled into another Machine Robo character named Pro Truck Racer, this time as a black truck. But like with Tough Trailer, the trailer from Flash Titan was still left out.
Thus, these new Action Toys releases of Tough Trailer and Pro Truck Racer (the latter has had a prototype seen) are based on the original Machine Robo versions that were both based on Titan Boy but which lacked the Flash Titan trailer that enabled Titan Boy to form Great Titan, and thus could not form a larger robot form of their own.
