The reason those robots were hostile was because most of the modern day technology, on Earth, was created by studying Megatron. They were basically reverse-engineering Decepticon technology. So all the machines on Earth would've become Decepticons because of who their technology came from.

Your not wrong but your failing to see the big picture........In the case of transformer life, their technology and personality traits go hand and hand.
Their basically "artificial intelligence" so aspects of their personalties would be impeded into every circuit of their bodies.
And in that every peace of technology removed from them would also have these "personalty codes" hard wired into them.And fragments of those "personalty codes" would have also been passed down to any technology derived threw reverse engerneering.

If megatron was reverse engineered why wasnt he in parts around the sector 7 base. Do they happen to have the exact tools needed to put him back together?

If our tech was infact reverse engineered from Megs like they said in the film thay would have only needed to remove a few items from Meg's to get what they needed to created the computer chips inside of cell phones, cars and what ever else.
And I'm pretty sure that a TF would have more then a few access panels to get at their internal circuitry for battle field repairs so we humans wouldnt need to remove all that many parts to get at stuff..
