Starscream was GARGANTUAN in Machine Wars. He should either be reflected as such in new toy using a larger size class mold, or keep his original 1997 toy's body.
After all, the original teaser we saw for this set had him in his 1997 toy body, anyway.

Thus, 1997 Hoist, and not 1997 Sandstorm, have been rendered redundant by these new toys.

With how demanding getting into the class usually is, them offering the figure to non-classmates feels quite generous and merciful to those less fortunate to get into the class.
