Why? That mission you posted illustrated my point perfectly. All those 1s got their rear-ends handed to them and got crap for XP. And the Cons had more high levels, so with the odds in their favor, they won.

That right there is what sometimes makes the difference in Tournaments, and my mini-battles. That certainly is also a factor, I will not deny it.
But I did have level 2s just about 4 months ago, and considering your above point is the philosophy I live by when putting my own bots into missions, I remember it being a little hard to find missions where my bots were at the top of the level at times, because those missions were filling up rather fast. So I think my theory still works, even factoring that in.
And BTW, I wish more Bots would realize what you've said. Missions where I find my level 3 backed up by 5 level 2 bots against 6 level 3 Cons are starting to wear on my patience.
Edit: The missions are currently: Autobots 627 - 409 Decepticons.
