People that couldn't pay in August may be able to in September. And it's not just UK/Europe, we don't know if the real time tally includes Takara Tomy Mall, EB Games AU or any other partner sellers that also extended their deadlines. For all we know this could already have hit its goal and we're just waiting for Hasbro to raise the number like they did the week before the original deadline. Knowing them they're waiting until NYCC to make the big announcement or hoping to anyway.

No, I don't think that's correct. There was a literal addition of 1500 backers added to the total, which was supposedly a combination of TT Mall and "various retailers."
In fact, someone on the computer side of Pulse messed up the entry, and changed the total to "1,500" instead of adding it in. So it went from like 3,500, to 1,500, then up to 5,000 (approximately, just to reference how the numbers bounced). A data entry error clearly happened in putting in the non-standard Pulse orders.
