How do 3rd parties select which accessories to make for Masterpiece figures?

Weapon: Two Fusion Rifles

I've just made a few orders from Dr.Wu for Wheeljack and it got me thinking. Where are the bigger accessories like the exponential generator and timing device or slot machine for Smokescreen? Have these type of extras ever been thought of? I know price and demand are a factor but does anyone have a clue as to how the selections are made?
