You're right though. Think it only works on the last tactic upgrade?

It checks level every time you perform an upgrade (and when reset).

for non-tactics upgrade the check takes the greater of the levels based on xp and number of upgrades

for tactics upgrades it only checks based on number of upgrades.

One thing I need to mention - these games wouldn't usually accept arena kills. This is my fault for not mentioning it in the original post so I've taken a note of the most recent (dirty dirty) arena log number and from this point onwards no arena kills will count. Any kills from before that will still count however, because the newer guys couldn't have known.

(This is the increase mission participation and not just because I hate the arena with a flaming fiery passion.)
