Why? This is a guy from the TF Video game.
And as we know, whats-his-name-Alias-Dude just did the voice for Ironhide and Hoist in the TF video game.
So, if they continue to slap out movie figures from the video game, Hoist should be amongst them.
Plus, he gives off more of a Kup vibe.

Since when did Hoist become a character in the Movieverse? Why should someone photoshop Longarm into G1 Hoist? Simple, they share similiar vehicle modes. Heck, why not photoshop this guy into Trailbreaker as well since Hoist and Trailbreaker have the same molds with different head sculps and accesories. No one else got flashes of hasbro's forgotten COPS toy line? Longarm was one of the main characters. Hopefully this guy is just a placeholder for the COPS revival. Next we'll see bulletproof, big boss, berserko, and buttons mcboomboom.
