As for the car itself and the illegality or not if its state, maybe you could post a pic of it? Like someone said earlier, if some of the mods you've done are only for shows when it's parked, it shouldn't be a problem when you're driving around.
I was also thinking... doesn't red light cut through water and fog better than white light?
As requested, a pic of one of the completed lights. Really I don't see how anyone could throw a huge fit over them.

I thought of one other car that people put red lights onto the front: KITT replicas. I'm guessing that they don't drive with the red scanner turned on, though. But would that mean they aren't covered by their insurance for having that red light in the middle of their front end?
