At more than twice the normal ticket price, I'd hardly call it a free toy.
In Japan, movie tickets are usually between 1,300 and 1,800 yen. The ticket/Bumblebee combo is 3,999 yen.

You could complain about fans in Japan having to pay 4,000 yen for a mold that people in the US are paying 10 bucks for. That sounds fair.
