With the twins, you've got the good ol' X-Embargo. Hank Pym doesn't have that issue, and Michael Douglas was cast before Age of Ultron began filming, though I suppose it was still too late to re-write the script to include him.

In Age of Ultron, we are led to believe that the Ultron program has been around for enough time that both Stark and Banner know about it, and all it needed was an AI. No one, nowhere, at no time explicitly states that Stark and Banner are the only minds behind Ultron. There is still the possibility that Hank Pym's history with Howard Stark, and quite possibly Tony Stark, will somehow tie in with Ultron.

maybe Tony wanted to keep Jarvis for his own needs
and the "armors" as you put it were not great in numberrs.
tony wanted the ultron ai to be able to control hundreds of millions of armors
