There's the loop hole.
So they can get around it by using a credit card ten. CC needs an identifiable adult to own one ten.

this toy is from 1997. Who knows what the laws are now?
Alcohol companies and tobacco companies have totally different laws to abide by. The tobacco companies got the worst of it due to the Master Settlement Agreement which was litigated in 1998.
Since the whole thing and even the Wikipedia article is a boring pain to read, here's a summary from
http://publichealthlawcenter.org/topics ... -agreement :
Public Health Law Center wrote:Among its many provisions, the MSA:
Forbids participating cigarette manufacturers from directly or indirectly targeting youth;
Imposes significant prohibitions or restrictions on advertising, marketing and promotional programs or activities; and
Bans or restricts cartoons, transit advertising, most forms of outdoor advertising, including billboards, product placement in media, branded merchandise, free product samples (except in adult-only facilities), and most sponsorships
"Indirectly targeting youth" is the kicker there when it comes to stuff like Exhaust.
Laws over alcoholic beverage companies are stricter than normal, but nothing like the restrictions on tobacco companies. Big tobacco got hammered due to the perception that they tried to hide the harmful affects of the product, but it was also very much due to lawyers trying to make an outrageous amount of money (which they did). If that last sentence seems a little bitter, it is. Without any other details, the fallout from the MSA directly impacted my family and my hometown and not for the better, it was too harsh imo.
Anyway, since that got sad at the end, here's the hilarious take on alcohol marketing from a recent South Park episode:
Link is NSFW due to language, but it's from South Park so hopefully you expect that. https://www.youtube.com/watch?v=wF1E5ZO8Lug
