Takara found a way to print their own currency, by way of these new Masterpieces. I hope that the purchasing swarm for these last few figures was the indicator needed to let them know that we support this product line and are rabidly waiting for more.
Re: Soundblaster release. While this makes sense due to minimal efforts in doing a repaint compared to a full-on new release, I'm glad this isn't being offered yet. Give it about a year or so, because there's so much other product I'd rather have offered. Actually, I'd rather NOT have a Soundblaster issued anytime soon. Don't count Rat-Bat out, though. Nothing saying he can't be released with some other larger figure down the line (Galvatron, perhaps).

That was the first thing I saw when I saw the packaging as well. It is pretty odd. Perhaps this will see release in Hasbro's Asian district as well?

We're talking about the Hasbro set, not the Takara re-issue, right?
Could be for Asian distribution. Or it could be a bit of clever marketing on Hasbro's part to make it more appealing to geeky collectors. This packaging makes you feel like maybe you're buying an "exotic" import.
