I'm reading it two ways.
1 - The higher rank armour you have, the less resetting you do thus you will have it longer.
2 - I look at the new tactics and one of them is suppose to strip you of your armour. So this line could be interpretted as the higher the rank armour you have, the less chance you have of it being stripped. And if your armour is stripped I really hope you don't have to keep going back to installing armour each time because that will be a game killer for many.
And also, what's the purpose of more than one type of armour at each level of rank?
I can only imagine that it's an aesthetic thing as it would make no sense for one armour to be better than another as people would then have a preference and that armour will disappear quickly. Or does one type offer a different sort of protection than the other? Like one protects you against tactic attacks while the other protects you against non-tactic? Not that I expect that to be answered if that were the case. But it'd be nice to know if it's a purely aesthetic thing (which again makes me question the different install times) or there is a difference between each armour on each level of rank.

They way I see it is the way I've always seen it. Longer install times
means better armour, shorter install times means you get finished and get back on the road quicker.
