Well there's a pretty big difference. Doubledealer was found all across toysrus across north america while Brainstorm was rarely ever spotted (and probably never spotted at tru, someone correct me if I am wrong). Brainstorm had a very limited run at the big retail stores and few people got him. Hence him showing up at a discount chain is big news because that means he's available somewhere, thats the main news here. And it will be big news if we see chromia or arcee there too simply because these were sparsely found at retail initially, unlike doubledealer and a bunch fo others who end up being found in retail.
So, this to me seems like one of those really US specific things. Like, in Canada i don't personally know what kind of discount chain would carry legit TF products and not just KOs. I can be easily proven wrong, I bet, because I come from Quebec and only recently moved to Ontario... but still, I would love to know.

Canada has the same thing in the form of Winners. That's the place we get the TFs we couldnt find in other retail places like the Beast Hunters Construct Bot sets that never made it to TRU, Walmart or Target. They also have the generations figures that have yet to be sold in stores at Target or TRU right now and selling at a discount (its from the sighting page, you can click the pic to go there):

I checked my TJ Maxx again today, and Saw nothing but BH Cyberverse figures. Ugh.

I can actually relate to that. Its been so long since I made a cool new find at the stores around that I did a double take when I found Brainstorm. I wish the Walmarts here kept Hasbro lines stocked as well as they do the TMNT and Power Rangers stuff.

I wish you luck. Keep checking, I get the feeling these are just starting to get distributed to the stores and here they get trucks in 3 days a week. Hopefully they pop up in larger numbers soon and maybe we will see some Gears, Arcee, and Chromia sightings as well.

However, several fellow Seibertronians have found them at B&M stores in the UK at £12.99. These include Whirl, Roadbuster, Blitzwing, Rhinox, Springer, Doubledealer, Grimlock, Soundwave, and Blaster. These will also be available at UK online retailer The Enterainer at £23. Good luck with the hunt!

So do we not count Forbidden Planet then? Because they've had these for ages. Granted, not always in stock, but I've certainly seen all 3 over the year or so in their London store.

In my humble opinion, Whirl and Sandstorm are BOTH a must buy. The greatness of that mold is too great to pass up. Avoid the Blitzwing mold like the plague. It's bad. really bad. It's not fun at all and it's full of design issues. Soundwave and Blaster are great but Rhinox is just OK.
