So I got my Punch/Counterpunch figure today, and I noticed his car-hood-shoulder-things can rotate at both ends of the connector-bar-thing. I get the one at the shoulder end. He needs that one to rotate the hood pieces into position to be Counterpunch. But what about the other end, right behind the headlights? It can rotate, but all three of his modes have it in the same position. Is there some reason for this?

It's to prevent stress on the bar in Punch mode. In order to tab in place properly it needs to turn slightly. Without the joint you'd be adding stress to the bar and the tab probably wouldn't hold. Personally I don't like transforming his this way, I find the shoulders get in the way. I prefer to flip it over so the car portion has the orange paint on the opposite side and hangs behind his arm more like the original figure. It gives a lot more clearance and looks neater.
