Maximals are descended from Autobots.
Predacons are descended from Decepticons.

So really there's no need into going into how genetics/robogenetics made the Maximals a bunch of slack jawed nimcompoops, and the Predacons the sly, dangerious killers that they are.

Autobots and Maximals just have different priorities than Decepticons and Predacons. They focus on protection and construction instead of conquest and destruction. And construction builds things for the long-term good. (After all, you can't have a civilization without resources).
