The cover to Armada #2 had Megatron linked to about 8. So, yes, in theory they can link to as many as they like and can fit.

In the comics they actually couldn't. Megatron tried linking Cyclonus to the entire Destruction Team (3 minicons) at once, and it drove him mad. Megatron's solution then was the Skysaber - the power of three minicons at once without the messy powerlinking issue.
In the Videogame however, you could link with up to four minicons at once, and with the toys it depended on the figure, but I think all of them could link with atleast two at a time.
