I am ALWAYS outnumbered or outclassed by the Decepticons. I cannot wait until my little team gets some real experience under their belt and starts to get better. They really badly suck right now.

You can try playing earlier or later during the day. The game fluctuates between mass quantities of autobots and mass quantities of decepticons throughout the day.
