If Takara was really all about keeping G1 as pure as possible, they would have given motormaster a trailer and never have released an Optimus combiner. But as well all know this was not the case.

Only for the Voyagers and Leaders, who have Scorponok-styled helmets for the Titan Masters to wear to make their head modes bigger. If the cannon and the flight systems are powered from the same source, flying would diminish power available for the cannon's output. And of course, there's the problem of dealing with recoil in flight - that limits the firepower you can dish out with a forward-facing airborne cannon.

There was, and still is, probably no way to take those little stick-boy props as pictured in this image and turn them into the beefy, organically armored arms pictured for his robot mode.

It goes without saying the upcoming Generations toy blows the G1 version out of the water. Whatever flaws it may have, I'll take it over the G1 toy or the Universe Rubik's cube version any day of the week.
