Actually Night Owl is based on Blue Bettle and Rorshach is based on 2 different comic characters, Mr.At and The Question.

Not according to Alan Moore.
He said he based Nite Owl on the 2nd Blue Beetle entirely.....as he was written from Charlton's comics.
Althou it does appear that Batmans costume did inspire the artist.

He's got some pretty far-out powers to go along with them, too, including teleportation, the projection of trippy telepathic visions and illusions, and the ability to groove on the language of 98% of all known species. To uses his powers to the fullest, though, he's gotta be feelin' good vibrations; bad karma can seriously harsh his mellow, y'know?

Well my mistake on what he's based on, I was just goin off wikipedia. I'm seeing it again today. Such a good movie

I saw the movie as well. Really enjoyed it, Especially the scenes in the jail.
