I'd say that every level has it's own perfect combination of tactics. At low levels, the Avoid tactic is good, because the 50 xp Avoid bonus is a relatively good supplement of XP next to the regular XP gained by hitting an opponent. Also, Avoid is influenced by just one main stat: Speed, which makes it relatively cheap to set up.
At higher levels (level 3 to level 6) Avoid becomes less important, and a more offensive tactic like Ram becomes more important. Of course, this has to be matched with both Strength AND Courage main stats to be successful.
The multiple hitting tactics like Repair and Strafe become most useful when you are in missions with plenty of high level teammates and/or opponents. At lower levels, these tactics are hardly worth the XP, as they also require the backing of at least three main stats: Speed, Courage, Intelligence/Firepower. This means you need to have a good amount of XP to make these effective investments.
I've never really experimented with Repair anyhow: I'd imagine that the most lucrative use for Repair is when you are supporting higher level teammates, so that would make their levels another factor in the success of Repair as a tactic.
I've voted for Strafe/Ram because the combination of two offensive Tactics most supports the level of my team as they are right now. Still, having written that, most of my team are in fact tough air animals, which have Avoid and Ram as tactics, including Alldarker, my most succesful 'Bot. Back in the days before the big crash, I built all my 'bots around the strafe tactic, combined with high speed and high courage. It was the best way to (now and again) get BIG points by being able to strafe the level 10 'Cons that I'd never be able to hit by other means. Only in the current HMW have I really reaped the benefits of high Ram combined with high Strength.
What I'm also trying to say is that there is no definite 'best tactic combination': it just depends on the level of the 'bot: not just your own but also of others in the game.
