Do you mean in the game or in canon?

In canon, the Quintesson race (judges, magistrates, executioners) could not transform, only their servants and slaves (Transformers, Sharkticons, Allicons, Overcharge Drones).

It's the same in the game.
The judges turn to one of their five faces to attack but they don't transform. The magistrates only have a face of wrath and they don't transform either.

Quick question for you OS, if you have time could you PM me the run down of how the Energy Levels are labelled? Like how 0% is Stasis Lock, 77% is Slightly Damaged, etc. etc.
