I was telling Ryan about this the other day but every time I tested it I couldn't get the damn thing to be consistent.
I've found if it does that, go back and try again as that gives it the bump it needs.

Indeed, I just noticed this today too. I was just trying it out in the MP Star Saber thread and I couldn't get the topic review pane to show at all, even after going back and trying again. (I was looking for a previous post to mention in addition to the quote in my post.) However, just now, after completing my post, I tried a blank new post and I got the topic review pane. So, I decided to try and quote someone else, and the topic review pane disappeared again. It appears that the functionality is limited right now if a post is initiated by clicking quote on a user's existing post (such as when I created this post).

You guys will have to give me a specific example by posting a URL that you are having trouble with. I haven't seen the problem and it seems to be working fine for me (though I never use that feature).
This is an example of a URL that I need you guys to post so that I can duplicate the error: http://www.seibertron.com/energonpub/posting.php?mode=quote&f=214&p=1601726 (notice that the page in the URL is "posting.php" (all of the examples should include that page), mode equals quote, f (for forum ID) is 214, and the post (p is for post ID) is 1601726.
Are you sure you guys aren't noticing this when you go to edit a post? It doesn't show up on the edit screen, only on the initial reply screen.

I went to a known thread to try to get this to replicate, then when I hit the Quote button in this thread, the same thing happened. Here's the URL the Quote button sent me to for this thread:

When I scroll down, there is no "Topic Review" section. I will now hit Preview so you can see that URL:
posting.php?mode=quote&f=214&t=216&p=1602061#preview
Topic review is now available.

As for the suggestion, yes, allowing the Topic Review to appear in Post A Reply pages accessed via the Quote button would be a great wealth of help when quoting a post midway through a page while wanting to quote other posts in the same new post before hitting Submit (or Preview).
