Pretty sure those who have the capability to make Level 4s left them as Level 3s so they can still use them.

The point Psychout was making is that they have gone to the trouble to make the Lv 4 missions yet people aren't upgrading their bots

Could be no other commanders are able to make them? Could be that they don't want the rest of HMW using them as xp generators. I don't know man. I'm still at Level 1.

half my bots 2 the rest are nearing level 2, i'd be happy to make a level 4 if I could.
I do know those 2-4 missions are being used. Seems like half the missions I see are 2-4 when my level 2s are active. I'm kinda happy I'm only fighting other 2s/3s in those instead of fighting a bunch of level 4s but maybe thats just me.

Well, the cheapest config for level 4 is 678K, I'm still at 442K with my top bot, and the Top 22 would be able at the moment to be level 4.

That's a very good point, let's go one step further.

There are two Level 4 builds at reasonable XP for the top characters. Obviously more XP makes these even stronger and these builds are not just barely making it to Level 4, they are optimized given the current game and to use XP as efficiently as possible.

I'm more than happy to upgrade some of mine to level 4's. However, I am not going to leave them as open XP targets for those around me who are choosing to throttle theirs.
Most of the entire top 25 Cons/bots can all upgrade to level 4, minimum.
So, When RoS, Conjourous, Silverbolt, RKO Level up, I'll be glad to do so as well. It would be foolish of me to level all mine up alone to serve as XP fodder with which the aforementioned players could use to climb over me with.
More to the point, the level 2-4 missions are still serving their purpose. They are providing more evenly matched missions.
