It is quite difficult to describe a voice...or a sound for that matter. He has a sort of scratchy mechanical sound like something which was tuning in and it became clear and almost sinisterly soft. I'd liken it close to the japanese Galaxy force Starscream. He had a lovely voice. Then it sort of tuned out and became scratchy again. I kinda wish I could download it into your head.
What was said on the clip was something like...
Scratchy and sort of unclear. Lots of jet noises and possibly something transforming "Attention Sector Seven Starscream."
"The allspark will be mine." this part was clear and sort of smooth, kinda attractive, especially if I visualise G1 in there. It is rather sinister sounding because it is almost human.
This last part is very hard for me to understand because of other sound effects in it. "Regardless of your(?) intention, you will face annihilation" or something close to that.

Not to be too nosy, but do you, or are you able to, enjoy music? I'm guessing the concept would be fairly different.
I personally wish we still had Misdreavus around... quite interesting herself-- she was mute... and always got pissed whenever people assumed she was deaf as well!
