If I had to guess, we've got 3 figures here and 3 numbers, so 18 is Hound and 20 & 21 are the dead guys in the 2-pack. But the image below looks really close to how he looked in the movie and on the show…
So my earlier comments about proportions definitely still stand.
And my critique isn’t filled with annoyance, let alone “hate”.

I expect a new mold like we got with Ironhide. Siege/Earthrise and Cyberverse have very similar engineering, so a new one will probably have a lot in common with those.
If it is a redeco, the Cyberverse figure wouldn't work well at all. It doesn't have a good likeness and frankly isn't up to Generations standards. It's a good toy for what it is, and it might be a better Prowl than Earthrise for some collections, but it is not a better G1 toon Prowl at all.

If memory serves, I think some "dead" characters reappeared through the movie as if nothing happened. At the very least as background characters.
