What do you mean by "different production run"? These aren't new. Takara didn't just suddenly make more of them. In fact I'd be shocked if inside the box isn't the Takara Tomy box just like they do with Selects and MPs.
Most likely this is something Hasbro had allocated some time ago and had been holding on to since Hasbro Toy Shop had closed and Pulse hadn't yet opened when these were released in Japan. If these were leftover stock Takara Tomy found they would have sold them themselves rather than hand them off to Hasbro for no real reason two years later.

Sakamoto is aware of upcoming toys, yes, but it's the Japanese Selects toys that the manga is specifically advertising. White Gallant Convoy got some decent focus (complete with his own combiner mode) in one of the God Neptune chapters, and his toy hasn't been on the primary market in five years.
Same with Purple Wicked Convoy currently working some agenda of his own in his teaming up with Megatron Omega, and his toy is from four years ago.
Or the two Straxuses also working with Megatron, both of whose toys are ten years old, each.

What I meant was that Hasbro may have noticed the toys appearing in the manga and then decided it was a good time to finally release the long-held batch. TakaraTomy may have had no intention, Sakamoto was unaware of them, boom comes Hasbro.
