TakaraTomy has done designs in-house; while Hasbro may request designs to be made, TakaraTomy, as owner of the brand, can create figures on their own without being asked to, based on the (imported) media used. On the flipside, Hasbro has done designs in-house as well, but they are few and far inbetween:
- G2 Power Masters (suspected)
- Energon Deluxe High Wire
- Energon Mega-Dinobot
The long and short of it is that Hasbro does design all of the figures for its own market on paper, but commissions TakaraTomy to do the actual sculpting and refining. TakaraTomy is free to design any additional figures for its own market, but as they're not "ordered" by Hasbro, I wouldn't expect the Takara-only figures to hit state-side immediately.
Quickslinger and Brake-Neck shouldn't count as an argument against the latter statement, as there are signs that the heads were requested and included in the mold from the start, just held back by Hasbro.
