If we want to lay blame for it at anybody, lay it on the lack of foresight and respect for intellectual property rights the takara designers had when working on the diaclone line in the early 80's.
What Takara have done here is pre-empt the same issue occurring as it did with Exhaust (misusing a registered trademark, and in contravention of a law which is set out to prevent a moral issue from occuring) and making the product hard to come by for consumers and causing a ton of hassle in time and money for downline dedicated stockists.
They're even putting all the tools you need in the box to let you break the rules yourself if you want to.

I thought the schedule has always been Hot Rodimus/Ultra Magnus re-issue last week of February, Shockwave last week of March, Ratchet last week of April? Makes me wonder if they'd try to get the re-issue of Wheeljack out with Ratchet, which would be coooooool for the peeps that didn't get him yet.
