They are different molds too. I think CW is a repainted (or molded in different color) Groove head. UW is a slight remold:

My Strafe doesn't split his legs either. Whatever the issue is with Blast Off, they must have fixed it with the retooling. Or I just have a bad Blast Off.

No, its most Blastoffs that have that issue. It seems generally agreed hat Strafe is a better version of the mold than Blastoff, especially since he is turned around and doest have that protruding chest.

I don't think his chest is all that bad in person. Sure, ideally it would be flatter, but it's not that bad in hand IMO.
