They're not. Ironhide's back already (making one wonder why Costa killed him in the first place; not the first or last time I find myself wondering why he does what he does) and the soliciations for #19 tease that Not Rod is coming back, too.

Long story short, Costa pulls incredibly boneheaded move in order to make Ongoing feel "adult". Does even more incredibly boneheaded move after apparently realizing how stupid first boneheaded move was. Does absolutely nothing to justify either boneheaded move in the eyes of anyone reading his stuff.

Not quite. Spoilers ahead!
Megatron controlled people with his guns hypnotically through the help of Soundwave. People were about to shoot the Autobots but Optimus Prime was able to stop the mind control. After the situation was defused a police officer pointed a Megatron gun at Bumblebee to stop a "threat."
Jazz kills the police officer in order to save Bumblebee's life.
One can theorize two things. 1, Jazz killed a human being to protect his friend. 2, this is part of Megatron's plot and the police officer was some sort of Pretender shell.
