That "flash of light" was still present when he entered the room. It wasn't the kind of light that accompanies a transwarp occurance, it was the light that the capsule was emitting to make itself glow. When he touched it, the protoform itself began to glow brighter than the capsule and shocked Sumdac. After the shock knocked him away and onto the floor, the protoform quit glowing but the capsule remained glowing on its own.[/quote]

This doesn't work out as, at the time, the Decepticons didn't have transwarp technology. It was exclusively used by the Autobots, as they were the ones who had the space bridge networks, instead of the Decepticons.
