I don't see anyone in that picture who looks like Seaspray or Cosmos, perhaps they were in a different section of the crowd. Unless the one people are saying is Cosmos doesn't actully look like his G1 self but is the guy next to Tracks who looks like he could transform into the Enterprise. Thoughs things on his back look like the nacells (spelling?) from all the Star Fleet ships on Star Treck.
