Shockwave's personality is a bulky, logical guy who spends a lot of time in his lab screwing with his ancestors and has a fetish for robobeasts. He was once Megatron's first lieutenant, and also craves "Logic-O's." Sounds like a logical tank to me.
Besides, you'd logically think Shockwave would get bulkier and more offensive to assure he doesn't have another run-in from big guys that try and succeed to bite off one of his limbs.

Last we heard, they were evacuated to safety.
