It's been stated that, no, they aren't. Like Alpha Trion and Liege Maximo. Hasbro is on record saying only 7 of the Original 13 are Primes, to make Jetfire's story about them in ROTF correct.

Except that he was already "Optimus Prime" even before he originally got the Matrix.
