That’s a good point. In the end, Galvatron was the only true Decepticon present. My theory is that the Bots have been tracking down Decepticon scouts since the BB movie (in anticipation of a Con Armada), and perhaps this particular scout found his way to the ancient(?) faction of Terrorcons, and fell in with Scourge.
All speculation of course, but I look forward to seeing him in action either way (and maybe in toy form).

Turns into a bus like this one hence the amount of wheels, I believe this is a picture of the exact vehicle from the set.
