Usually the people who would ask those kinds of questions are weeded out and not allowed near the question line and/or are so overcome with newshinnyitis that they forget what they wanted to say.
I talked to the designers about this after the reveals panel. I shared this in another thread, but basically it came down to business side making the call, not the designers.
Same complaint by Mr. Masterpiece himself (the Takara designer involve with MP-10). It's the suits upstairs that always remind the engineers not to go full nerdgasm and break the bank at the same time.

I wish they could have compromised on at least the elbows for Scrapper and Long Haul. I can deal with pretty much everything else on Hasbro Devy being as it is. Wouldn't have cost much more I don't think, and retailers are already charging $160 or more for it.
It Is Him, did you also get a chance to ask about Groove? I'm not holding my breath on getting him solo but I'd like to at least hear some official word one way or the other.

This has nothing to do with design and its all business, you mean like Budget, like all along US devastator wouldnt be the same as Takara due to budget?

Even if I had more than a five-second opportunity to ask questions, the answer likely would have been "wait and see." Questions about individual figures this early on usually get non-committal answers.

Transformers Generations Devastator Now out in Australia !
- Motto: "'till All Are One"
Our favorite aussie Burn told us that today marks the big day that Combiner Wars Devastator is available in Australia. Karniv8l Prme on Ozformers was so happy, he took a few pics to remember this day by. These also show us how Devastator is packaged inside his box with cardboard.

That's a proud man right there.
Nice to see simpler, what I would hope is also cost-reducing, packaging. It continues to bemuse and frustrate me why toys are tied, taped and trapped in their packaging as if Hasbro believes the toys will jump out during transit! (they're not Woody or Buzz, after all...)
So the big guy is out in the wild? What's the expected release for U.S, and dare I ask...here in the U.K?
(Although I'm leaning towards Takara's...sorry.)

Got Mine!! Burn how many were in your shop? Rocky only appeared to have space for 3 at most on its display which was a little underwhelming for a limited exclusive release.

Hasbro saw Small Soldiers, dude. They know better than to leave that to chance.
Besides, who HASN'T made an action figure dramatically rip it's way out of the packaging?

Big W apparently have the right to sell this in the Australian markets for a short period before it becomes available to other Australian market stores like K-Mart and Target with their catalogue even stating "FIRST AT BIG W".

I've heard it's because they're all shipped worldwide and what-not. These things need to go from the Chinese factory, to the ship, all the way across the ocean, onto a truck and then wherever... and still look pretty on a shelf. Too many bumps jostle the toys around I guess... I blame all those MIB Collectors

Selling it in an enclosed box... No problems there!

Yeah, but it's less obvious that the mixing barrel is turned around from G1. With the smoke stacks (on the actual rear) and windows, and the actual front hidden by the packaging, he looks almost like his G1 self again.
So, the GEEWUNNERS can be happy with the new Devy, as long as they keep Mixmaster in the packaging.
(Just being a bit goofy with the observation.)

Think he means that mixmaster looks like his G1 incarnation from that angle looking down into the box. Indeed, he does actually look like it, with the pseudo-windows and smokestacks.

@Agamemnon: it would've looked G1 to me if the window was unbroken, that gap means it still looks wrong.
