As said before, releasing characters multiple times in a single Size Class gets confusing. Jazz is indeed based on the first One-Step Prowl:
And from the looks of it some parts like the blasters, feet, wheels and internal mechanisms are reused. Indeed a retool or reshell. I stand corrected.
