The previous Wheeljack is a great figure, but I have no idea what it currently goes for on the secondary market. If you can get it at a price you're willing to pay, I'd say go for it.
The TF Prime Wheeljack is also a great figure, btw. If you don't absolutely care that it be a Gen line figure, or that the aesthetic style is slightly different, that could be another option.

Not in the context of the times. It was only after G2 was on the way out the door that the crazy/neon color craze had run its course. My first few years of grade school, everything was neon colored, even my shoelaces. We were in the 90s dude. The future. Is any of the retooling shared with CW Cyclonus? It looks like yes, but it's hard to tell without higher quality pictures.
Also, I wouldn't lose heart just yet that we're not getting Computron. Hasbro (or especially Takara) could release the rest of the Technobots later on. "Betatron" may be just a placeholder for the sake of toy advertising until they're ready to release a proper team for Scattorshot.
