While I do not like the look, I am impressed Hasbro went out of their way to give us this option.

They might be going Scramble City with Headmasters.
A line of Headmasters that encourages headswapping. Legends class head packs with heads for bodies that don't get released (which could mean, for example, Pyro, Inferno, and Hot Spot sharing a body with headswap determining who it is).
Legends are alternate heads maybe with a vehicle that turns into an accessory pack.
Deluxes might all be Headmasters with a Vehicle and a head mode for the Fort Max and Trypticon bases.
Voyagers might all be triple changers with a base mode that links up with Trypticon and Fortress Maximus.
And the Legends being alternate heads helps push Legends sales and allows them to do characters they'd ordinarily never do as well as represent characters that are under-represented.
So, for instance, say they release a Voyager Jetfire, right? Jetfire's head detaches and becomes the all-new Headmaster Comettor or something.
And then they release Doctor Arkeville with a jet. Doctor Arkeville turns into a Starscream head and his jet becomes armor. Fuse with the Jetfire body to form Starscream.
And then they release Fracas with a tank. Fracas becomes the head for Scourge. Combine him and his tank with Jetfire's body to form Scourge.
That's just how I would do it. I think I may be onto something there though.
