That's Dinoking, a Japan-only redeco of Monstructor:
Transformers G1 1989 Monstructor Gallery
They were released in 1989, well after the cartoon ended in the US.
Monstructor is the combined form of the Pretender Monsters. As per their name, they changed into "monsters" and as Pretenders they had monstrous shells, made of rubbery plastic (that didn't age well). In Japan their shells were replaced with Dinosaur ones, matching the original Dinobots plus a new genus for the sixth member.
The layout for those wondering:
Triceratops & Brontosaurus (Kakuryu & Rairyu): Torso
Pteranodon & Ankylosaurus (Yokuryu & Gairyu): Arms
Tyrannosaurus & Stegosaurus (Goryu & Doryu): Legs

Motormaster, absolutely. Menasor is "cartoon accurate" to some of the laziest, slipshod animation the 80's had to offer. He's no more a combiner than a cheerleading squad climbing on each other's shoulders to make a pyramid. The cars are totally irrelevant and unnecessary to the "combined" form. They're just hangers-on. It barely qualifies as a half-assed attempt. While I do have some issues with CW Menasor, at least he doesn't remind me of some cheap, Chinese bootleg knock-off.
