I know the original toy had that, but it looks to me like the show model had the same kind of heels as this MP had:

Where else could they go? Cheetor's hindlegs were really thin in the show and just magically morphed into his thicker robot legs.

Then why bother getting a new, more expensive toy with the same flaws?
Masterpiece MUST be a better toy. It's primary design aim is almost perfect representation of both modes, either to the toy or animation model.
I don't believe that they couldn't have given him covers for the feet, it found a way to unfold the feet into covers for the lower legs, creating "kneepads", for example.
If third parties can pull such designs off, then so can Takara.
