I thought so too at first, but previous images show him looking straight ahead. And it would be odd for them to sculpt all the heads looking off to the side.

I'm just loving those colors! Matt cheetah print with that brilliant metallic purple. The gold accents throughout and even the splash of pink on the gun.

He'd also have to be an entirely new mold since a real tiger doesn't look anything like a cheetah. He'd likely be able to share the transformation, but all of the cat parts would have to be new. Shadow Panther could probably pass from a Tigatron mold, though.
A Cheetor repaint would probably just be an even more toy accurate repaint and include the bug mask.

The problem comes from the fact that despite being a redeco, the show models done Tigatron differently - heavily editing his beast mode, upping his size compared to Cheetor and in general giving him more mature characteristics. It's to the point that making him a redeco of Cheetor would be like MP Cliffjumper being a redeco of MP Bumblebee.

Yeah, Tigatron's cartoon model was bigger than Cheetor's, and his beast mode was shaped differently.
Tigatron's beast mode has more overall mass to it. A larger head, thicker legs, a more rounded back and belly; about the only thing his and Cheetor's MPs could share is transformation engineering. The rest of Tigatron would need to be a larger mold.
