That also keep popping up and was answered above quickly as a result. Decepticon shells turn into melee weapons (Octopunch may be debatable), while Autobot ones are exclusively guns.
Octopunch can be an Harpoon, but some other reasons it looks like a crossbow.

We, the consumers/collectors, may have thought that 4 boxsets was going to happen because Combiner Wars allegedly set a precedent, but that is still hearsay.
All we know for certain is that many in the fandom, myself included, thought (wrongly) that 4 boxsets were coming, nothing more nothing less.
1. The two boxsets that we got were Speed and Strength. 2. Since Fastlane and Pounce came in two boxsets, people believed that the other two clones would come in two more boxsets.
3. The art on Grotusque's and Arcee's collector cards was in a different style than every other collector card in the line, with action poses instead of the floating head pose, and with other bots' limbs visible in the background (at least with Arcee).
4. Magnus's and Scorponok's Titan Master powers of Ultimate Intelligence and Ultimate Fireblast, respectively, line up well with Rodimus's and Thunderwing's Ultimate Speed Boost and Ultimate Strength boost.
Because of this, people speculate that the last two boxsets were cancelled because of the poor sales of the CW ones, and Cloudraker, Wingspan, Arcee, Magnus, Grotusque, and Scorponok were leftovers that were made into exclusives.
