No, he's mass retail in Japan. Looks like he does indeed come with the Prime Master so I guess there's now only two that wont be released in Japan. But what will the package look like?

Is it possible you're seeing wave 3 and leftover Rippersnapper from wave 4?

Or its leftovers of wave 2 and seeign wave 3. Thats what happened in canada. For some reason, Rippersnapper was the only figure on the shelf for months on end with everyone else getting the dinobots and the shortpacked figures. Leaving ripersnapper all by his lonesome. So with wave 3 rolling in, you would often see all 4 terrorcons plus jazz.
Anyways, the point is there is no revision wave with all 4 terrorcons that we know of and plenty of alternate reasons why we sould be seeing that scenario

It's double funny because we finally had a Bludgeon whose name was meaningful, as his weapon mode is a form of japanese club called a Kanabo. Meaning he could finally, you know, bludgeon people to death.
